
Why We Build Bridges, TCA and the Relationship with Stahly Engineering
Over the past decade, several bridge construction company owners have retired and closed their businesses. As a result, there has been a reduced number of experienced bridge contractors serving the bridge market. The unfortunate result is less competition for projects – which contributes to inflated costs to bridges, causing increased financial challenges for many. Stahly Engineering saw this happening and, with the best interest of the public in mind, decided to contribute to the solution.
Stahly established the TCA Group, LLC at the end of 2021 to transition TCA, Inc.’s (formerly Tracy Cowdrey and Associates) operations into a long-term, sustainable bridge construction company serving counties, DOTs, private developments, and off-system bridges in rural areas. TCA Group carries forward a mission to deliver reliable, long-term construction services for counties and rural bridge projects across Montana and Wyoming.
Stahly Engineering became a 100% Employee-Owned business (ESOP - Employee Stock Ownership Plan) in 2020. TCA Group is a separate entity owned by the Stahly ESOP. Greg Benjamin serves as the President and CEO of both companies and is committed to the highest ethical performance of professional duties.

Traditional Design/Bid/Build
Design/Bid/Build is a traditional project delivery method in which the owner hires an engineer and contractor separately to complete a project.
There are three main sequential phases to the design–bid–build delivery method:

Design/Build
In this approach, a single contractor manages both the design and construction of the structure. From the outset, Stahly Engineering (engineer) and TCA (contractor) work together as a unified team, developing project recommendations that align with the Owner’s schedule and budget. Any changes are addressed collectively, fostering collaborative problem-solving and innovative solutions.

Subcontract to Counties
TCA Group leverages their relationships to deliver projects in a unique way through a non-traditional project delivery method. A recent bridge replacement consisted of partnering TCA Group's resources with the availability of the local County Road and Bridge construction crews.

GC/CM Project Delivery

General Contractor/Construction Manager (GC/CM) delivery methods can give TCA Group and it's clients the option for one project at a time or Term Contract model for multiple bridges over multiple years. This project delivery method is beneficial for complicated or long-term construction projects.

Alternate project delivery
Utilizing alternative project delivery methods with an emphasis on term contracts for multiple bridges enables planning for efficient construction with cost savings that benefit the Owner through lower construction costs.
